New DA audit

    City Controller Alan Butkovitz put out an audit of the Philadelphia District Attorney’s Office today.  A letter accompanying the audit acknowledges that the audit summarizes conditions under the previous DA, Lynne Abraham.  Some highlighted findings (quoted from the report):

    The DA was not enforcing the city’s sick leave abuse policy against assistant district attorneys and did not have a policy of its own.
    The same employee input payroll data and provided the department’s supervisory approval of the bi-weekly payroll.  This employee was essentially reviewing and approving her own work.
    Some bank account reconciliations were not performed, some were not reviewed and approved, and some were not submitted to the Office of the Director of Finance in the prescribed format.
    The city treasurer was still not an alternate signer on all of the DA’s bank accounts.
