Cumberland County freeholders make department leadership changes

    Tuesday’s meeting of the Cumberland County, N.J., freeholders proved interesting. They used the work session to lay off or demote four department heads and make changes to the jurisdiction of another.     Office on Aging Director Dale Finch, Mental Health Division Head Jack Surrency and Transit System Director Theresa Van Sant have been terminated, effective at the end of the monthPublic Works Director Don Olbrich has been demoted and will become the head of the Division of Public Works as part of the reorganized Department of Public Works and Engineering, effective May 7.Replacements have been named for the three outgoing department heads.
