City issues three Housing and Community Development RFPs

The City of Philadelphia’s Office of Housing and Community Development (OHCD) announced Request for Proposals (RFP) for Special Needs Housing Development, Affordable Rental Housing Development and Neighborhood Advisory Committee (NAC) Services.

The Special Needs Housing Development RFP seeks housing development applications for designated special needs populations, including homeless; veterans; persons with HIV/AIDS; and persons with physical disabilities. This RFP also includes proposals for the McKinney 2011 Consolidated Application for federal Continuum of Care Homeless Assistance Supportive Housing Program (SHP) development funding.

The deadline for proposal submissions is Thursday, September 8 at 4 p.m. A briefing session for interested developers will be held on Thursday, August 18th at 1 p.m. at the OHCD Board Room, 1234 Market St., 17th floor, Philadelphia, PA 19107.

The Affordable Rental Housing Development RFP seeks applications to finance the development of rental units, designed to serve low- and moderate-income households. Proposals are limited to those that intend to apply for Low Income Housing Tax Credit (including Preservation Credits) or PennHOMES financing from the Pennsylvania Housing Finance Agency (PHFA) in its fall 2011 tax credit cycle.

The deadline for proposal submissions is Thursday, September 8th at 4 p.m. A briefing session for interested developers will be held on Tuesday, August 16th at 1 p.m. in the OHCD Board Room.

The NAC Service RFP seeks resident-based organizations to engage neighborhood residents in activities that promote sustainability, create employment opportunities, enhance neighborhood safety and provide decent and affordable housing.

The deadline for proposal submissions is Monday, September 12, 2011 at 4 p.m. A briefing session for interested organizations will be held on Monday, August 8th at 10 a.m. in the OHCD Board Room.
