Broker pleads guilty to defrauding the PHA, names others

    An insurance broker testified to defrauding the Philadelphia Housing Authority out of $2.3 million. And now, he’s naming names.

     

    According to philly.com, Kobe T. West of West Insurance Group has pled guilty to wire fraud. But he didn’t act alone.

    In a statement made by U.S. District Judge Joel Slomsky, during Friday’s hearing, West was “conspiring with another person to provide bribes and kickbacks to persons, including public officials.”

    Questionable dealings date back to 1998 when West Insurance received a no-bid contract from the city, after giving a $10,000 check to then hopeful, Mayor Street.
