Philadelphia City Council has advanced an amended version of a bill that would allow the relocation of billboards in the way of the I-95 expansion project. The bill has new legs now that it places restrictions on where billboards can be relocated, and regulates the use of digital billboards.

But like most bills, this one doesn’t have unanimous support, either. Many neighborhood and anti-blight groups want more protection from the billboards.
