    The Philadelphia City Planning Commission plays an important role in zoning and development. But Philadelphia residents can also take part by participating in zoning review committees and other groups which play an advisory role. What if someone doesn’t feel qualified to participate? Well, there’s a class for that.

    Donna Carney is the director for the Citizens Planning Institute, a program designed to help members of the community learn about zoning and planning. She joins NewsWorks Tonight’s Brad Linder to discuss how these classes create residents with the knowledge to actively change their communities.
