Philly considers restrictions on keeping horses

    Philadelphia horse owners may face new regulations on how to care for their animals following introduction of a plan in City Council last week.

    The city has never considered putting a regulation on horse ownership before since it’s not exactly common.

    Councilman Bill Greenlee says the measure would lay out specific guidelines for horse owners.

    “First, it gives a very minimum area that the horse has to be housed in. A quarter acre — which isn’t that large but, believe it or not, some people keep horses in their back yard,” he said. “And it sets certain regulations for the cleanup, the maintenance, the feeding.”

    Greenlee says the measure would also assess a penalty of up to $300 and seizure of the horses for those found in violation.

    City lawmakers are expected to consider the issue next year.
