Pennsylvania has a spending plan, but how to fund it?

    Five days after a budget was due, lawmakers in Harrisburg continue trying to craft a fiscal funding plan for Pennsylvania. Determined to avoid the months-long stalemate that stymied last year’s effort, both chambers of the Legislature and Gov. Tom Wolf have arrived at a spending plan.

    “Now we’ve got to figure out how to pay for it, which is always the trick,” said state Sen. Vincent Hughes, D-Philadelphia. “And that’s the negotiation that’s going on right now.”
