L&I arrest

Thomas Wright, a former clerk with Philadelphia’s Department of Licenses & Inspections, was arrested today on bribery charges.

Wright was terminated in September 2007, which marked the end of a seven-month period during which time he issued 19 professional licenses to 12 unqualified individuals in exchange for cash kickbacks. The licenses were for the 6700-block of North Smedley Street.

Though Wright’s termination was unrelated to the current charges, its become clear Wright made it look as if these 12 individuals had passed the apprpriate certifcation test.

The Philadelphia Inspector General and Philadelphia Police Department investigated the claims against Wright. L&I has since inspected all the properties that we worked on under fraudulent licenses.
