Considering Council

Bill Rubin, elections supervisor for the Philadelphia Board of Elections, may be looking to oust long-time 10th District City Councilman Brian O’Neill.

Rubin is running an exploratory committee to raise campaign funds while he maintains his current job, Heard in the Hall reports. Should he decide to declare his official candidacy for the May primary, he’ll forfeit his seat.

The 10th District comprises parts of Northeast Philadelphia.
