Ocean County prosecutors have charged a second person in the last two weeks for dealing drugs that led to an overdose.

Today the Ocean County Prosecutor’s Office said Gregory Koc, 34, of Pine Street in Toms River, is linked to the drug overdose death of Kenneth Cook who overdosed and died in a K-Mart restroom in early August.

The heroin crisis has hit Ocean County hard and as a result prosecutors are using a little known 1986 statute, the Strict Liability for Drug-Induced Death clause, to go after drug dealers.

Koc also faces charges of manslaughter, distribution of fentanyl, possession of fentanyl with intent to distribute, and possession of fentanyl.
