Kelly to stay on as PHA head

The Philadelphia Housing Authority has a new Executive Director.

New York City Housing Authority General Manager Michael Kelly was chosen by the federal government to run PHA. He replaced Carl Greene who left under a cloud of suspicions about his actions at the city housing agency.

Kelly took over the troubled agency in March and has decided to stay on with a goal of bringing the agency back to being a national model.

“I am committed to continuing the decade-long leadership that you have shown for resident empowerment and family self-sufficiency throughout the country here in Philadelphia,” Kelly said Thursday. “Let’s return to that greatness very quickly.”

Kelly will remain administrative receiver of the agency as it returns to local control. He will receive an annual salary of  $225,000, about $100,000 less than Greene.

Current acting board chair Estelle Richman, acting board chair, will resign because of a promotion in Washington, She says a new one-person board will be appointed quickly to replace her.
