How lax can DUI laws be? Pennsylvania seems to know

    Although the state toughened its DUI laws in 2003, on average one person is killed by a drunken driver every day in Pennsylvania. 

    Philadelphia Inquirer staff writer Mark Fazlollah looked at the issue in a series of stories that started this week entitled “Despite tougher Pa. DUI laws, many repeat offenders stay on the road.”

    One day after a state Senate hearing on the subject in Lancaster, he spoke with Dave Heller about the issue.
