Wolf cabinet member resigns after mysterious leave

    The commander of the Pennsylvania National Guard has resigned after almost two months on an unexplained leave of absence.

    Adjutant Gen. James Joseph is stepping down after taking a paid leave of absence that was announced by the Wolf administration Jan. 14.

    Joseph, the head of the state’s National Guard units and military veterans programs, was the subject of anonymous complaints of sexual harassment that were sent to state lawmakers.

    The Wolf administration never gave a reason for Joseph’s leave of absence or his resignation. While on leave, Joseph continued to draw his annual state salary of $137,392.

    Wolf spokesman Jeffrey Sheridan said the administration has made no final decisions about replacing Joseph. For now, one of his top deputies, Brig. Gen. Anthony Carrelli, remains acting adjutant general.
