    While Philadelphia ranks as one of the slowest cities in the nation to spend federal stimulus money, Nutter spokesman Mark McDonald says more is spoken for than spent.

    WHYY’s Tom MacDonald reports the city has spent just $40 million (16 percent) of its $251million in funding, but an additional $66 million has already been committed to projects.
