    With the exception of dog parks, leash laws in Philadelphia require owners to keep their dogs hooked up in public. But frequenters of Forbidden Drive say the law is rarely followed or enforced.

    Reporter Aaron Moselle has the story of Carmella Clark, who, along with her horse, was attacked by an unleashed dog on Forbidden Drive.

    Clark says she was disappointed by the response from the police department, which simply doesn’t have enough resources to handle all the claims.
