    Stephanie Singer has not yet publicly declared her candidacy for Philadelphia Election Commissioner, but the odds look good. The current leader of Center City’s 8th Ward, Singer said she’s begun forming her election committee to help raise funds.

    Heard in the Hall reports Singer puts the “odds at 99 percent” in favor of her running.
