Philadelphia dentist, daughter charged with defrauding insurance companies

    A 71-year-old dentist and his 50-year-old daughter have been charged with insurance fraud, criminal conspiracy, operating a corrupt organization, theft by deception and attempted theft by deception for an alleged insurance fraud scheme the pair ran.

    According to a statement released today by the Philadelphia District Attorney’s office, Dr. Owen Rogal of Philadelphia and Kim Rogal of Delaware used The Pain Center at 12th and Lombard streets to submit falsified billing documents to insurance companies to the tune of $5 million.
    The 15-month grand jury investigation revealed the pair billed insurance companies $4,800 for each pain procedure they performed, when the work they were doing cost $800. The pair argued to the grand jury that a similar procedure done on the brain would have cost the higher price and that the cost should not be determined by the part of the body the procedure is done on.

    The grand jury didn’t buy that. The Rogals each face up to 317 years in prison and $613,000 in fines.
