Pa. experimenting with quick penalties for probation violators

    Completed prison sentences are little deterrent to many former inmates, who instead are repeatedly caught up in the criminal justice system. There are, though, encouraging results coming from a pilot disciplinary program called H.OP.E. (Hawaii Opportunity Probation Experiment) at two community correction centers in Pennsylvania.
