Nutter to sign new zoning code, icing begins for Winter Classic

The day has finally dawned — Mayor Michael Nutter will sign the new zoning code today. Tom MacDonald will be on hand for the signing, then he’ll bring us details on a holiday jobs program for Philadelphia’s unemployed.
