Hecklers overwhelm Nutter’s first attempt at budget address, but second attempt succeeds [photos]

    Philadelphia Mayor Michael Nutter started to deliver his address around 12:25 p.m., attempting to speak over the loud shouts and whistles of protestors who had packed into Council Chambers. Council President Darrell Clarke called an emergency recess, and Nutter moved to a room on the second floor, where he resumed the speech and took questions from news media.
