    National Underwriter reports Philadelphia has topped the American Tort Reform Foundation’s list of “Judicial Hellholes” for 2010-2011.

    The report looks specifically at lawsuits, mostly related to pharmaceuticals and asbestos, saying court practices unfairly favor plaintiffs by consolidating dissimilar claims and, in some cases, having juries decide on award amounts for plaintiffs before deciding that the defendants are at fault.

    Californa courts ranked second on the list, followed by West Virginia and South Florida.
