DiCicco says he’ll remove part of Chinatown from Neighborhood Improvement District

    Philadelphia Councilman Frank DiCicco says he plans to carve out the Chinatown portion of the Callowhill Reading Viaduct Neighborhood Improvement District in order to appease Chinatown North residents who are against the 7 percent tax increase that comes with the NID designation.

    Neighbors were in council chambers this morning debating the matter. Callowhill residents want the NID designation to keep the area clean and vibrant.
