Daily News investigation turns up non-compliant police officers

    Filing a complaint with the Philadelphia Police is supposed to be relatively painless. You get the form, fill it out, hand it in and remain anonymous if you choose. But an investigation by the Daily News has revealed not every district follows the department’s policy.

    Conveniently broken down in a district map, the investigation details the response reporters received when they attempted to file a complaint in each of the city’s 21 district.

    Five districts denied reporters the right to remain anonymous. Eleven others did not follow department policy.
