    Philadelphia’s Controller says the Department of Human Services isn’t doing enough to keep a fiscal watch on it’s contractors.

    Controller Alan Butkovitz says Human Services gave out $81 million to 11 contractors without obtaining audit reports to prove the money went to the right programs.

    “They’re not holding the grant recipients feet to the fire on providing audits so the city might be asked to reimburse the federal or state government for these grants, the audit is a requirement.”

    Butkovitz says he’s worried that sloppy bookkeeping could force the city to repay the millions at a time when it just can’t afford to do so. Human Services officials issued a statement saying they have been recognized nationally for how they have improved accountability since January.
