Arrested development

    Cell phones aren’t just making people lazy, bad spellers and dangerous drivers. They’re also an impediment to house arrest. As Tom MacDonald reports for WHYY, a landline is required for all persons on house arrest. Though Philadelphia officials say it could be a year, the city is exploring alternatives to the problem. Installing landlines in homes would cost more than the current home monitoring system, but still less than incarceration.
