Philly declares Code Blue due to frigid temperatures

Locust Towers apartment tenants say they don’t understand why they don’t have heat this winter and that their landlord is ignoring their complaints.

Roughly 20 sites across the city are open during the day, during the night or 24/7. City officials say everyone is welcome.
