Philly poised to pass new (very similar) City Council map, amid complaints of opaque process

There’s already a bill of rights for domestic workers on the books in Philadelphia, but organizers say it’s difficult to enforce it without an anti-retaliation measure.

The process was notoriously fraught in 2001, and the end result was considered a gerrymander. This year, onlookers are not expecting fireworks, but have concerns.
