Philadelphia Parking Authority Executive Director Rich Lazer told WHYY News the public service announcements show the impact of deadly accidents on families in Philadelphia.

In addition to the three-vehicle limit, there are new rules for temporary parking permits that change how many passes residents can buy.

The goal is to stop people parking on sidewalks, and blocking curb cuts for those with special needs.
