Philly schools need billions in repairs and upgrades, district leaders tell City Council

The School District of Philadelphia will spend 40% of its reserves in order to avoid budget cuts for one more year. After that, there are no guarantees.

The termination follows threats last week from the Trump administration. The White House has not told Penn how it can get the money back.
