Murphy says he plans to close N.J.’s only women’s prison

Murphy's first use of his clemency authority comes after he set up a special review board in June aimed at bringing cases deserving of a pardon or commutation for review.

New Jersey intended to replace the commission with the New Jersey State Police next week. Now those plans are up in the air.
