Massive sinkhole opens up in West Philadelphia

According to police, the driver of a 2004 silver Toyota experienced a medical emergency while driving in the area.

The transit authority unveiled a budget proposal that would include a reduction to nearly half of its service, fare increases of more than 20% and cuts to the workforce.

The sinkhole opened up on the 2700 block of E. Birch Street on Tuesday.
