I Love Thy Hood aims to solve Philly’s litter crisis with bright orange trash cans

Volunteers with the Clean Ocean Action environmental group removed over 175,000 items from the state's coastline last year, including pineapples, tires and leg hair remover.

The warning period starts Monday and fines will be issued beginning April 29.

Philadelphia will host its 16th annual Philly Spring Cleanup in hopes to put an end to littering and illegal dumping.
