The numbers are positive for Philadelphia, but the city’s fiscal watchdog says it’s keeping a close eye on tax collections.

The mayor’s plan doesn’t call for any new tax increases, but it does call for almost $170 million more spending than last year. 

Philadelphia’s budget is teed up to bust $5 billion for the first time in its history.
