Pennsylvania passes laws to overhaul probation system, allow courts to seal more criminal records

Speaker Joanna McClinton and Republican Floor Leader Jesse Topper tied 101 to 101 on Tuesday before Topper removed himself from consideration.

Barring any departures, Democrats will hold their 102-101 majority of the Pennsylvania House of Representatives over Republicans for another two years.
