Pennsylvania to cover cost of stamps for ballots in election

While 61% of mail-in ballots have already been returned, Pennsylvania election officials say 1.2 million still have not arrived back at county boards of election.

While some of those groups have checked with the state to ensure accuracy of their mail-in applications, others have not, and it is not required that they do so.

An AP analysis found the number of ballots that could go uncounted this year in some key battleground states could be up to three times higher than during the 2016 election.
