Fran Burns leaving PICA for Philly school district

    Fran Burns, executive director of the Pennsylvania Intergovernmental Cooperation Authority, will resign from her role there to become Chief Operating Officer of the School District of Philadelphia. PICA board chair Sam Katz made the announcement Wednesday.

    “Fran indicated that her background in municipal government operations made the opportunity to move to the School District too enticing to pass up,” Katz said in a press statement.

    Burns joined PICA last May when she stepped down from her role as commissioner of the city’s Department of Licenses & Inspections. Her PICA resignation is effective June 28, and the board will begin searching for a new director.

    The Notebook reports Burns will earn $175,000 annually with the district, and will report to Deputy Superintendent Paul Kihn.
