Ex-Pa. county GOP chairman designated violent predator
A former county Republican chairman from suburban Philadelphia who pleaded no contest to a sex offense has been designated a sexually violent predator.
The ruling Friday by a Montgomery County judge means that 67-year-old Robert Kerns must register his address with state police for the rest of his life and attend monthly counseling sessions.
Defense attorney Brian McMonagle said the designation is only for Megan’s Law reporting purposes and doesn’t necessarily mean that his client is violent or a predator.
Kerns pleaded no contest to misdemeanor indecent assault and was sentenced to two years of probation. A judge last summer dismissed rape and sexual assault charges.
Prosecutors alleged that he engaged in sexual contact with a woman who was incapacitated. He denied that any sexual assault took place.
