The number of licensed foster homes across the U.S. is on the decline.

The operations of foster agencies in all three states vary, but they share the same goal: to provide children care in a safe, supportive environment.

Older kids face the steepest challenges in Delaware’s foster care system to find housing, jobs and transportation as they age out.

“I don’t think that we’re doing nearly enough for foster youth in our city. There’s so much more that can be done,” said Philadelphia City Councilmember Cindy Bass.

Young adults who have been in the state’s custody can attend three in-state colleges with no worries about the formidable cost of higher education.

Council members want to know what happens when 43% of youth “age out” of the system and have to find a job and a home of their own.

The executive order calls for scholarships, especially at faith-based institutions such as Villanova University. But experts say what foster youth need the most is guidance.

Nearly 60% of youth identified as “homeless” have experienced foster care, abuse or domestic violence, experts say.

Despite significant progress in foster care in Delaware, better support and transition programs are needed.
