Sexual assault cases on college campuses

A recent report released by Missouri Senator Claire McCaskill paints a troubling picture of sexual assault on college campuses. In a survey of 440 schools, more than 40% have not conducted a single investigation in the past five years and that law enforcement at 30% of schools do not receive training how to respond to sexual assault reports. Should these cases remain in the hands of universities?
