How do you run a Defense Department in an age of budget cuts and changing threats? We’ll start off talking with Wall Street Journal Pentagon reporter JULIAN BARNES about the Air Force’s quest to build a state-of-the–art “bomber on a budget.” Then, as two wars wind down, the nature of war changes and the defense budget has been slashed, our Armed Forces will have to alter their “size, shape and mission.” In an article in the November 4^th issue of TIME, our guest writer MARK THOMPSON explains how the Army has been slow to adapt.
