The insurance card is an instrument used to identify health insurance contact information and benefit conditions. 

A picture ID can be used in conjunction with an insurance card, and the information should match. An insurance card is normally not used as identificiation simply because identity can not be proven unless a picture I.D. is presented with it.</description>
