Philadelphia mayor sees signs of economic recovery

In his annual speech to the Chamber of Commerce, the mayor said the economy is starting to look up.

Mayor Michael Nutter's speech to business executives rang with a note of hope, but carried a warning as well: We aren't out of the fiscal woods yet.

Nutter: I am determined that we will succeed, and I will accept nothing less. We're on a steady course, focused on the economic horizon, and if we stick together and keep our spirits high, we will not only emerge resilient from the latest challenge, Philadelphia will be a sustainable, smarter and safer city. A city on the road to recovery.

The mayor says he will offer some tax breaks for research and development firms and computer systems design firms, to lure more of them into town. But, he said, businesses themselves need to do more to create jobs and support minority-owned and operated firms.
