In Philadelphia, voters will choose a district attorney and city controller. Turn-out is expected to be low. The Committee of Seventy is deploying only about 150 poll-watchers across the city. During last year's Presidential election, the group sent out 1,000 volunteers throughout the five-county area.

Executive director Zach Stalberg says they are ready to field calls from voters about any irregularities. He says, the watch-dog organization has experience answering some of the most unusual questions.

Stalberg: A husband and wife who had protection from abuse orders against each other, one was the election official and the other one was in line and they both ended up calling to figure out what they should do. So we ended up convincing one to go out and have a doughnut while the other one voted.

Polls close at 8 in Pennsylvania, New Jersey and Delaware.
