Governor Rendell has announced Thursday he will nominate two men to the Philadelphia School Reform Commission. One is Democrat Joseph Dworetzky, renominated to fill an open seat. The other is Republican David Girard-diCarlo, who Rendell says he wants to replace Heidi Ramirez, the Temple University urban education expert who resigned Wednesday.

David Girard-diCarlo says he would bring to the SRC his experience on University Boards and his passion for education.

Girard-diCarlo: Obviously my background as a businessperson and a lawyer and perhaps as a diplomat overseas, will be my foundation of what I will bring to this job.

But Shelly Yanoff of Public Citizens for Children and Youth says Girard-diCarlo lacks Ramirez's expertise.

Yanoff: He doesn't bring to the education discussion the kind of insistence on transparency and accountability and good education practice that Heidi had.

Governor Rendell says academia already has plenty of education experts, but what the SRC board needs is smart people with experience on how Boards should run.
