Nutter submits five year budget- Plan C

Philadelphia Mayor Michael Nutter has delivered a revised five-year budget plan to City Council. The city must send a revised version of the plan to its state-created fiscal watchdog because its original budget relied on pension plan changes and a sales tax hike that have not been approved by state lawmakers.

Nutter says the revised budget…Plan C as it's called… would require cutting 3,000 jobs including more than eleven-hundred members of the police and fire departments.

Mayor Nutter has been talking about the drastic cuts and layoffs in PLAN C for weeks. But it's still difficult to imagine what the city would be like for residents, workers, and visitors if it's implemented.

Nutter: All libraries, rec centers, and pools will be closed. The city will not longer fund our court system. Entire departments including the Planning Commission, Commerce Department, and Fairmount Park will be shuttered.

Nutter says the city plans to send lay-off notices to employees on September 18th. The layoffs will be effective by October 2nd.

The city must deliver its revised 5 year plan to the Pennsylvania Intergovernmental Cooperation Authority by the end of the month.
