Congress on recess, no healthcare plan

Congress went on its summer break without acting on President Obama's call for approval of a comprehensive healthcare reform measure. One of New Jersey's two Democratic senators says Congress should pass something this year, despite the strong disagreements over the details.

Democrats and Republicans agree on the need for insurers to offer at least a minimum package of benefits so the estimated 46 million Americans now without coverage have some insurance. There is disagreement among lawmakers on the concept of a publicly run health plan.

Senator Bob Menendez says he's optimistic health care reform will be approved this year.

Menedez: It is my hope that at least a couple of Republicans who we've been working with are going to join us in an effort to have the type of reform that will bring down costs, that will no longer say to you as an American a pre-existing condition no longer qualifies you for health care coverage.

Democrats say Congress should create some form of a government insurance plan. Republicans say that could drive some private insurers out of the market and reduce the choices for consumers.
