Philadelphia Mayor reveals “Doomsday Budget”

Philadelphia Mayor Michael Nutter released this video at an afternoon rally to show what Philly will look like under the “doomsday budget” cuts. The video is created using predictive crime models that are part of a secretive division of the city’s new 311 telephone system a/k/a “Total Awareness Project.”

OK, Nutter didn’t really release this video. But it pretty much mirrors his “doomsday budget” that will kick in if  the Pennsylvania State Legislature fail to approve the city’s request for a sales tax hike and pension payment changes.

At at city hall rally, Nutter said the picture would be bleak and said the city would be forced to make deep departmental cuts that would result in laying off up to 3000 city workers. Among those, more than 700 would be cops, over a 100 firefighters and all of the city’s library branches would be closed. Ouch.

This is a worst case scenario and by no means inevitable. Today’s rally is mostly about firing a warning shot to state lawmakers in Harrisburg that they’ll have blood on their hands if the doomsday budget is enacted.

In a statement released by the Mayor’s Office, it details the deadline for state action.

If this legislation is not approved by the House and the Senate before August 15th, then the City of Philadelphia is required by PICA, the City’s fiscal oversight authority, to produce a new five year plan by August 30th which will require massive reductions in the City’s budget.  In order to balance the budget and ensure that the City does not run out of cash, savings will need to be achieved beginning in November at the latest.  This means that the City will have to start the layoff process almost immediately, mothball City facilities, shut down entire departments, and cancel police and fire recruit classes.

Here is the list of what would be cut.

Budget actions needed without Harrisburg approval of 1% increase in City sales tax and changes to pension payments

Police
Eliminate 972 positions including 739 sworn officers, 43 civilians, and 190 by attrition.

Fire
Deactivate 6 engine companies, 3 ladder companies, and 5 ALS medic units.
As a result eliminate 36 officer positions, 120 firefighter positions, and 40 paramedics positions.
Engine and ladder deactivations will likely result in the complete closure of fire houses.

Health
Close 2 City Health Centers resulting in a significant negative impact on Philadelphia’s uninsured population.
Eliminate Medical Evaluation Unit.
Eliminate 112 positions.

Streets
Reduce trash pick up to twice a month, eliminating 350 positions.
Reduce citywide cleaning and eliminate all citywide support staff, an additional 50 positions.

Recreation
Close all Recreation Centers and cease all programming.
Eliminating 450 positions.

Free Library
Cease operations at all branch and regional libraries.
Eliminating 490 positions.

Fairmount Park
Cease all operations, eliminating 142 positions.

Commerce Department and Philadelphia City Planning Commission
Cease all operations, eliminating 59 positions in total.

Further eliminated positions
Mayor’s Office – 18 positions
Managing Director’s Office – 21 positions
L&I – 6 positions
Finance Department – 23 positions
Division of Technology – 79 positions
Human Resources – 8 positions
Records – 12 positions
Revenue – 2 positions

APPROXIMATELY 3,000 POSITIONS ELIMINATED

    What a joke Nutter has become! Instead of tired scare tactics, how about collecting back taxes? How about demanding the posting of 100% bail instead of just 10%. How about cutting the bloated overpaid executive staff? How about better enforcement of traffic and sanitation laws? How about cutting outdated and abusive City Council perks? Cut the waste, fraud, and abuse FIRST!

    Eliminate Commissioners,Duputy Commissioners , Program Directors,Program Coordinators, Special Assistants, Some District Managers . Take a hard look at the 10th Floor at 1515 Arch St. before cutting neighborhood recreation projects. DO NOT RAISE TAXES!!

    DID A LITTLE RESEARCH FOR MYSELF. WENT TO THE BRT WEB SITE AND CHECKED TAXES OWED THE CITY IN A 3 BLOCK AREA AROUND MY HOUSE. I LIVE IN WEST MAYFAIR. IN THE 3 BLOCK AREA THERE WAS A TOTAL OF $38,000.00+ OWED THE CITY. I CAN IMAGINE WHAT THE TAXES ARE OWED IN AND AROUND CENTER CITY. YOU WANT MONEY, GO AND COLLECT IT. DONT RAISE TAXES.
