It’s Our Money has obtained the city’s budget reduction plan

Our sister blog It’s Our Money has recieved a copy of the City of Philadelphia’s blueprint for reducing the projected one-billion dollar budget gap over the next five-years. Not directly related to the city’s budget, but it makes me wonder - why often when I see city utility employees “working,” - it consists of them sitting on the back of a truck, reading a magazine or chatting and laughing about something, looking like they’re waiting for something. I used to think they were on a coffee or lunch break - until I realized that this ‘break’ never seemed to end, and seemed to happen at all times of the day. This is in the Northeast section of the city. Just makes me wonder what it is our bills are paying for, and what those “rate hikes” are covering. Again - not related to the city’s budget itself, but at a time when we have to watch every penny we’re spending and accountability is very important - I just thought I’d mention this and see if anyone else has noticed this also.
