Philadelphia may enact cell phone ban for drivers

A City Council bill expected to be introduced next month in Philadelphia would make it illegal to talk or text on a cell phone while driving. The bill does allow use of a hands-free device. Both New York and New Jersey have statewide bans in place. The legal question for Philadelphia is whether a city can enact its own ban.
